Chair holder: Prof. Fabio G. Angelini (Associato di Diritto Amministrativo e Pubblico, UniNettuno University, Rome)

The Giovanni Bognetti Chair in Economic Constitutionalism and Digital Society was endowed to the Tocqueville-Acton Center in 2024 by A2i “Carlo Cattaneo” – a private association for studies and research – in the memory of Professor Giovanni Bognetti.

Giovanni Bognetti (1930-2013) was an eminent Italian scholar of Constitutional Law and Comparative Public Law and the best-known Italian expert on American constitutional law. During his long academic career he taught Comparative Public Law at the University of Milan and at other universities in Italy and the United States. Between 1962 and 1963 he stayed at the University of Virginia, in Charlottesville, in the Woodrow Wilson Department of Government and Foreign Affairs.

From 2000 to 2013 he held the Chair of Constitutional Law at LIUC Cattaneo University. Prof. Fabio G. Angelini, current holder of the Bognetti Chair, was one of his students at LIUC Cattaneo University in the academic year 2000-2001.

The scientific activity of Giovanni Bognetti has led to hundreds of articles and books in legal journals. In the early 1980s, he participated in the work of the ‘Gruppo di Milano’, led by Gianfranco Miglio, which culminated in the 1983 volume, for which he edited the sections dedicated to the economic constitution, the Constitutional Court, and the Judiciary. In 1988, he published the monograph ‘Costituzione, legislazione, sindacati. Una legge per le relazioni industriali‘, Milan. In 1991, he worked on two more monographic works: ‘Europa in crisi. Due studi su alcuni aspetti della fine della III Repubblica francese e della Repubblica di Weimar‘, Milan, and ‘La cultura giuridica e le facoltà di giurisprudenza a Milano nel secolo XX‘, Milan. In the 1990s, he produced important monographs, including ‘La Costituzione economica italiana‘, Milan, 1993; ‘Introduzione al Diritto costituzionale comparato. Il metodo‘, Turin, 1994; ‘Costituzione, televisione, legge antitrust‘, Milan, 1996; ‘Lo spirito del costituzionalismo americano, Breve profilo del diritto costituzionale degli Stati Uniti, (1)La Costituzione liberale‘, Turin, 1998 and (2) ‘La costituzione democratica‘, Turin, 2000; ‘Lo Stato e i gruppi di interesse negli ordinamenti borghesi‘, Milan, 1998. In 2001, he published the second edition of the volume ‘La divisione dei poteri. Saggio di diritto comparato‘, Milan. His latest monographic work, from 2008, was ‘The American Constitution and Italian Constitutionalism. An Essay in Comparative Constitutional History‘, Bologna.

Bognetti’s fundamental scientific and human thought and his commendable dedication to comparative constitutional law were awarded in 2010 with the Ambrogino d’Oro, the highest honor of the city of Milan.

The Bognetti Chair focuses on the intersection of law and economics, specifically how constitutional principles shape and limit economic policies and practices and how the constitutional law impacts on the markets design. The Chair aims to promote research and teaching activities in the field of economic constitutionalism, administrative law, competition policy, and financial stability policy from the dual perspective of European integration and the digital transition.
